The certify-by date passed without an accepted certification of correction. The violation is open and flagged as past its window.
What the record shows next
For hazardous classes, this is the status where penalty exposure concentrates. The record commonly pairs it with later enforcement rows, including CIV14 MAILED on Class C violations.
What to do
Correct and certify now: a late certification changes the record even when the original window is gone. Where the count of not-complied rows is high, address the oldest hazardous ones first.
