What happens next
It depends on whether the certification holds up. A certification is the owner's filing, not an inspection, and HPD may audit any certification. A tenant's challenge triggers an audit inspection, where a Housing Inspector rechecks the condition. A violation found not corrected moves to False Certification. Until HPD closes the violation, it counts as open.
