What it marks on the record
The owner filed a certification of correction and HPD accepted it on or before the certify-by date printed on the notice. This is the clean outcome for an HPD violation: the work was reported done, and reported in time.
What the record shows next
The violation stops counting as open. It does not leave the building's public history, and a title search or a lender reading the record will still see that it was cited.
What to do
Nothing further is expected on this violation. Keep the certification and the supporting records: if a later inspection disagrees with what was certified, the status can move to INVALID CERTIFICATION or FALSE CERTIFICATION.

Does certified on time mean HPD reinspected and confirmed the fix?
No. It means the owner certified the correction by the deadline and HPD accepted that filing. A separate reinspection may or may not happen, which is why the record carries INVALID CERTIFICATION and FALSE CERTIFICATION as distinct statuses.
How is this different from NOV CERTIFIED LATE?
Only the timing. Both record an accepted certification; late means it was accepted after the certify-by date on the notice had passed.
